The circled item is weld nut that is broken off the bottom of the barrel band.
I am including it for completeness - maybe you want to call Amega and see what they will do for you.
I found a nut that fits the screw and that nut, and two extra washers are included as shown.
There was a spring in the parts bag. I do not think it goes to this mount, but I am including it.
