Publish it. Maybe his place might get mysteriously burned down. This must be some liberal U.S. hating NJ. Especially since the stones are vets and not others with them?
On my dads side of the family my forefathers were Germans that homesteaded in the now Ukraine. It was known as Volhynia in the 1800`s. Old relatives that went back to visit said the headstones in the German cemetery's were all gone and used for stepping stones too.

It's my understanding that he got them from a landfill, still absolutely no excuse for the disrespect to veterans. I saw this on Fox and Friends this morning. Just another example of the poor treatment of veterans in this country.

Sorry. Doesn't cut it for me. If he is "normal" enough to lay flagstones on a property he owns, he is "normal" enough to know that they are headstones.
As for the people who were ostensibly supposed to destroy them, their contract should be permanently and perpetually nullified, as well as them being charged and held liable for the financial cost of actually destroying the headstones as they were contracted to do.

If these stones were not stolen from graves, they have no significance.
If they have never been placed on graves or at a memorial site, they have no significance.
There is no insult to any veteran in this.
IMO, this is just another case of people looking for something to be upset about.

I can agree with "stones are stones", but there is a point where propriety and decency is crossed.
Even a fake (or damaged) headstone is still a Headstone. And only if you are laying a sidewalk for the Munsters or Aadams Family is their (visible) use appropriate.
There is. no. excuse. for laying (even miscut) Headstones engraving side up. Period.

We had this same situation in my town but not to that extent. A guy who worked at the cemetery would re-purpose the stones with errors, mis spelled names, flaws, whatever.

Local stone-cutter repurposes errors by defacing the inscription & selling them to hobby candy makers.
My great-grandmother had was buried in Potter's Field after being killed in 1908; I found her grave in 1988 and wanted it marked. Dumb butt mason spelled her name wrong. I had him turn the stone over, cut it correctly & then set it error down. No harm. No foul. Said I had misspelled the family name but the personal check with which I had paid had the same (family) name pre-printed on it.

I have no problem with repurposing after obliteration. Only makes sense (dollars and cents). But the error must be obliterated.
If some yahoo decided to pave his terrace with stones bearing 1st century Roman inscriptions - much less headstones - the antiquarian community would send him to ISIS for decapitation.
Doesn't matter if the inscribed name is Octavius Agustus or Joe Snuffy It's a headstone until obliterated by the maker...
