Is there a anti gun law that isn't racially or criminally motivated?

Along with being unconstitutional that is.

Not to my knowledge. From what I have learned gun control had it's beginning in the south after the war of northern aggression. It was intended to keep freed slaves unarmed.

I think that for a long time both sides have been afraid to test a ruling on the 2nd Amendment. The libs didn't want to because they were afraid that if it went against them just about every gun control law in the country would be set aside as being unconstitutional. The conservative gun owners didn't want to test the waters for fear that if the laws were upheld against them it would cause a domino effect of one law after another being passed to tighten the noose.

I guess now is put up or shut up time.

Not the old ones. Theres plenty of new ones that are politically motivated. What we dont have are gun laws that are freedom & liberty motivated. None except the Second Amendment.

This really boils down to two decisions: (1) is this an individual right or a collective right, and (2) can the federal government restrict this right?

I think there is a very good chance the SCOTUS will find, correctly, that the Second Amendment protects an individual right. They would be hard-pressed to rule otherwise - not impossible, but I think they will affirm that the 2A covers individual liberties not linked to service in a militia.

The bigger question then becomes the extent to which the government can restrict this right. My bet right now is they will find DC in violation of the 2A, but leave the door open in the federal district for them to revise restrictions that pass the constitutional muster. DC will then quickly pass new gun control laws that amount to the same thing.

The bigger issue is that this will open up the door to see if a state or local law - such as restrictions in Chicago or New York City - are violations of the 2A. This goes beyond the federal district of DC - which is not a state. A win on the ruling of the individual right, along with some commentary positive to reducing regulations and restrictions against that right, will really help us in states like HI, CA, IL, NJ, and NY...
