Not necessarily a bank clerk, could be a young man and his skin has not developed that lived in look yet.
I get the feeling however that he is not normally given to wearing a gun. Seems to be carrying it high- perhaps a bit un-naturally so, but maybe its just me.

I may be wrong but didn't they carry guns higher? Like close to "pants belt" level so as to be out of the way? The low slung fast draw is Hollyweird imagry.
