That fellow put all three rounds to the left of the deer. He probably should have spent a bit more time at the range before the season to adjust his sights.
Sounded like a bolt gun to me too. To many separate noises.
Was probably a Mdl 700 Remington with a big honkin variable power Leopold scope set on 24 power.
That was an easy shot even for an iron sighted rifle. No excuse for those misses. Especially since the sniper was way up in the air with every advantage in the world.

Bolt gun. Lever would not take so long to get off the next shots. Also honking big scope set on the highest power. Shooter can't see where he is missing, and does not adjust. Sights of course are way off. Most likely he just purchased the rifle and had the store "bore sight" the package.
If you listen closely, especially to the last cycling, you can hear a 4-sound series: 1. lift bolt handle 2. pull bolt back 3. push bolt forward 4. lower bolt handle.
Gotta be a bolt.
