Try a #4 RCBS shellholder. The #20 is correct, but sometimes the groove ahead of the rim is set back over many reloadings. I have this problem with WW brass. Fed. brass is never a problem.

You might try a product called Wipe-out, it is a foam that you leave soak in the barrel. I've had very good luck with it for removing copper before cast bullets.
