Under the guise of emergency the same way the govt is allowed to seize ANY. 'stockpiled' possessions deemed 'necessary for the greater good' or 'public safety'... :roll:

If you have too much of anything someone else wants, pretty soon that someone else will use the government to try to take it from you, whether it's food or water or land or ammo or whatever.

The fellow who runs one of the local stores which sells powders says the war in Ukraine has been sucking down the supply of double base propellant for some time now.

Given how far Congress and the Pentagon have let our military industrial base whither, it's no surprise the makers of propellant have cut capacity to the minimum leaving too little capacity to meet the needs of two wars.

Sorry, but one quote pretty much explains the entire situation. That being the one about the “anticipated” powder shortage.

Manufacturers have been using anticipated shortages to create shortages for decades. Then they raise prices which never return to pre-anticipated levels. Remember the run on paper goods during the pandemic.

There was no shortage of either raw materials or finished products. But panic buying created by anticipated shortages created a real shortage. The end result was higher prices across the board. And a hefty profit for the manufacturers.

Vista is simply wanting a further increase in profits and so they “anticipate” a shortage to create one.

It's not hard to "anticipate" a shortage with that sort of ramp up in production.

The guy at the gun store said the output from Alliant will be affected the most. The ball powder from St Marks is less so.

edit: I looked around with google this morning. According to the state of Virginia, "The Radford Army Ammunition Plant (RAAP) in Radford produces rocket and gun propellants. The plant was built in the 1940s by Hercules Powder Company to support military ammunition requirements during World War II. Today, the plant is the only active military propellant manufacturing center in the country."

That plant also makes the flake powders (pistol and shotshell) for Alliant. This is consistent with what the fellow at that local gun store told me.

However, my search also found a note by General Dynamics that they make propellant in Arkansas for the 155s. Perhaps it's made from the base stock produced at Radford.
