To the best of my knowledge, NO! Some states allow face to face sales through non FFL, but most do not.

Some states have differing requirements but the buyer must receive the gun through an FFL. Some FFLs require that firearms shipped to them come from an FFL just to be safe (the ATF guys have really pushed the intimidation factor).

If you are selling a long gun to a person in another state, it must go through an FFL on the receiving end. Same with a handgun. It does not need to go FFL to FFL, but many FFL's refuse to do anything but FFL to FFL as they do not want to send a copy of their FFL to a private party.

Shipping is another story. Private party cannot ship handguns,SBR's and other C3 items through the USPS. An FFL can ship a hangun and longguns, but some C3's are restricted. Private party can go through UPS or FEDEX. FEDEX charges more if the gun is complete, or all the parts are in the same package. Ship the bolt seperately and it is quite a bit cheaper. Check them for regs. Same with post office

No - That is, for firearms with a paper trail - like going through some FFL's books with your name on it.

Howsomever, if you are in possession of an "un-papered" sample, or a NSN specimen................................

Let's not forget C&Rs. A collectors license will also get you qualified arms delivered to your door. I have used this method to purchase many guns that would normally be required to be sent through a regular storefront FFL dealer. Any seller that won't recognise a C&R license isn't worth dealing with, either.
