I have seen people shooting like that after too much caffeine.

That happens to me more than I'd like to admit. I'll put away half a pot some mornings, it does make a difference.

If you put all of your rounds within the circle on a fast moving target that is intent on doing you grievous bodily injury, then you suck is probably going to save your life. When practicing, try harder than you suck. However, we have all had those days. More practice is called for.
