ZM Weapons had a folding stock for the AR almost 20 years ago now. It was called the LR300 and looked just like an AR but with a side folding stock. As I understand it much of the internals of the upper were redesigned (the one in the like was also obviously redesigned but I dont know if the two systems are similar or not).
I think the design shown simply angles the buffer, rather than eliminate it. Unsure how others might do a folding stock and buffer, or eliminate the buffer?

On the LR300 there was no buffer tube. Everything was internal to the upper. Other companies sell folding buffer tubes now days but those of course can't be fired when folded. Look at the internals of the one in the OP, it almost looks like it may be some sort of cam system?
The bolt carrier on those is truncated and has a "tail" like a Benelli shotgun. It uses a small tube and spring in the stock. The rifle design has been out for a few years marketed towards ban states. From what I gather the triggers leave a lot to be desired.
