The Welfare State has a lot to answer for, in the UK it isn't just fatherless blacks but fatherless whites too.. Anyone who falls off the bottom of the ladder through no fault of their own deserves assistance but the State should not encourage staying off the bottom of the ladder. As with the Elephants, kicking butt is more successful.
