I've gotten excellent results with 3031 in my Ruger GSR with 150gr Sierras.

My son gets sub 1/2" groups with 41.5 gr of IMR4064 in his M700 .308. Not a maximum load but very accurate.

Out of those probably 3031 first, 4895 a decently close second, and RL 7 an out of breath trailing third.

I have Varget, RL15, and BLC2 for 308 but there are many excellent choices. 4064 and 748 come to mind

I have no doubt 3031 will probably get the job done, it's great in my 30-30 and 30-06, haven't tried a 308. But I too got to recommend 4064 and probably Varget. 4064 is the powder in my 30-06, accuracy like no other, and it's good in my 30-30. 3031 for me I usually find a sweet spot where accuracy and acceptable velocity come together. But 4064 is accurate in all my 30's from starting load to max load, and I believe it's very pressure safe!

Never had a 308, but 3031 has given good accuracy in everything I have used it in.

I ran the data through Quick Load with the #2145 Game King bullet at 62000 PSI max through a 20 inch barrel. Hodgdon CFE223 (carbon fouler eliminator) was towards the top and is supposed to be a good powder (I have some but have not played with it yet). Of the powders you have, 4895 has only a 14 fps theoretical advantage over 3031 and the latter has always worked well for me too. The other powders you mentioned are much farther down the list but would still work. Varget seems to always be accurate and temp stable, had some very good SD's and ES's with it in 358 Win.

CFE223 is what I started using in my 308. Back in '15 I got 4000 peices of 7.62x51 brass( planning on Killary being elected) to load and have on hand. Anyhow I got very good results with CFE223 and proceeded to deprime, ream pockets and trim about 3800 to load up with 147gr fmjs.
Tried IMR4885, Varget, few others but none as good as CFE223. Actually I haven't found varget good out of anything. I know some folks like it but im not impressed with it.
