I believe in the House, the term refers to operations outside of the normal procedures which require a review period for legislation. When the majority party is trying to hurry something through, they can suspend the normal rules and/or procedures. Basically, to draft and pass the bailout bill in a hurry, they eliminated the normal review period. Therefore, members and the public may not know what exactly is in the bill being voted upon.
