I'd say the 'new law' we need would be that if a juvenile is committing a felony, they should be treated as an adult, and if they turn violent when confronted, shot like an adult. Dear Moms and (for those odd kids who also have a dad) Dads - don't raise your kids to steal cars or hold up liquor stores or rape and assault people, and they probably won't get shot.
