Decent MER or LER scope for BLR

My buddy is looking for a decent MER or LER scope for his Browning Lever action.
He's on a bit of a budget and doesn't want to spend an arm or a leg but wants a scout type mount on his rifle.
I have heard that the cheap BSA LER scopes work on HP rifles but as inexpensive as they are I find it hard to believe thay would actually hold up to a high powered rifle round's recoil.
I'm a bit skeptical of them.
On the other end all I see is Leupold MER's and those are so expensive it's kind of out of his price range.
Anyone know of a decent MER or LER that is moderately priced?
Has anyone here ever tried the BSA scopes?

I paid $34.00 for my 2x BSA pistol scope 2 years ago for my worked over Marlin 30-30. Its held its zero after several hundreds of rounds. I mounted it with quick disconnect rings on a XS mount and when the fog rolls in, snow gets heavy or I'm in the real thick stuff I remove the scope and place it in a leather case I made for it where it has ridden for several miles without any damage.
Its been in rain, snow and cold and has performed better then it should for that price.
Its certainly is not a Leupold or a Burris but a nice little scope.
I would buy another.

I had another guy tell me he put a scout mount on a Yugo 8mm Mauser and used the same 2X BSA and has had no problem with it either.
8mm is a pretty hefty round. I guess it just surprises me that something inexpensive might actually work.
I suppose he could try it for that price he's not out too much if it doesn't hold up.

Why a scout on a BLR? They're D&Td for standard mounts. I always thought the scout mounts were created for top eject or non-tapped receivers.
