FFL to FFL transfer required by some states?

Someone mentioned to me if they were to buy a firearm off the internet it would have to ship FROM an FFL to an FFL. I understand the shipping to an FFL, but shipping from?

I know some FFLs won't accept from an individual, is this also a state/local reg in some places? It's not Fed regulation (at least not yet :roll: ).
If these walls could talk, I'd listen to the floor.

I not actually read of any state legislation that will prevent a long gun from being sent to an FFL holder from an individual who does not have one. Like those dummies who claim that selling to CA is not an option, it may be just another "seller's tale".

Probably someone in the line (either the seller or the receiving FFL) just being overly cautious...

California does require a special permit and ffl to ffl right? or is it just the permit for the receiving dealer? I think the biggest put-off for cali is not knowing what to do and also that your name may get into their database....

I just sold a C&R SKS to a guy in cali - he's got a C&R and everything that I've seen on that is that its excempt from the special permit...

Too darned many laws there - you have to admit.

For some reason I thought handguns had to go FFL to FFL when entering the state of New York.

I don't mess with handguns, as they are a difficult can of worms, no matter where you reside. LONG guns can be shipped to CA by an individual, as long as they are sent to a FFL holder.

It's pretty easy actually to sell/send a firearm to CA. All you got to do is go up on the following link and see if the handgun you are selling/sending meets the drop test requirement and the long gun complies to CA regulations as to physical make-up. The reason some dealers don't want to send to CA is that they don't want to take the time or trouble to go to the link to check out the details.

You are right. Too many laws and too easy to get tripped up on them.

Federal law aka ATF does not have a rule preventing a non-licensee from sending a gun to another state as long as it is going to a licensee aka FFL
I don't know of any state that prevents a non-licensee from sending to a licensee.
The post office does have a rule that says handguns have to go FFL to FFL.

I don't know of any state that prevents a non-licensee from sending to a licensee. But there are many FFL licensee that won't accept guns from non-licensee's

Since July this year California's DOJ requires out of state FFL's to register with them and any time a gun is sent to a California FFL the sending FFL must go on-line and enter the California FFL's CL# to get authorization before the gun is shipped.

It's not that big a deal if everything goes well but I have had two so for that took several extra phone calls (time and $$$) to get it straightened out so I have added a $5 processing fee to help cover these.

Ed, I have the list of states' regs from ATF. They sent me the updated version a few month ago. A C&R ticket has saved me a lot of trouble and money when buying older guns. :D

Yes sir. It's also getting harder to find an FFL who will receive long guns from an individual as well. I think it's mostly due to too many geniuses who just stick a gun in a box with no information. (hard to stay legal in terms of logging in a gun when you don't have the necessary information to do so.)
