Guy wants $750. Is that fair? Any other advice about the rifle. I'm set up to load .38Sp (3 Model 10 pistols)

I have an Uberti-made one in the same configuration. IIRC the Cimarron's are made by Uberti. Mine is almost 30 years old, but it is an excellent rifle, and well made. Now I would rather have the .45 Colt version, but the .38 Special is a fun round to shoot. No feed problems at all; very accurate; no recoil to speak of (between the round and the weight of the gun, this is not surprising).
That sounds about right price-wise for one that is in excellent condition. I saw them earlier this year around $700 NIB, but I know the prices having been going up a lot. Still, I'd check around to see what a new one is going for and discount accordingly.
