are winchester 'small rifle' primers the same as CCI 200, 250?

No, the 400 series is the CCI "small rifle" primer.

The CCI 200 series are large rifle primers, with the 200 a standard primer & the 250 a magnum (hotter) primer.

All primers of the same size and designated use are basically the same. However there are enough variables between brands that they sometimes make a significant difference in loads.

Hense the caution to back down 10% and work back up when you change any component.

FYI: "small rifle" and "large rifle" primers fit into primer pockets of a different diameter.
Ditto, "small" and "large" pistol primers.

The small primers will not seat into, & will fall out of, a large primer pocket, and the large primers cannot enter the small primer pocket al all (unless crushed in).
