Most people don't like the way anyone else does anything, and are more than happy to pay hired goons to force other people to see it their way.

This is the relationship of the People and government.

The problem is, the goons recognize that the People are unorganized, and their lack of organization makes them weak and easily manipulated. What with already taking half of the People's income in taxes just to be their goons and push their enemies and other people around, why not set the agenda?

Who cares what the People want? They all work to feed and provide for the needs of the government anyway.
